In a studio the capacity is not a spreadsheet row but a physical limit: you take as many people as there are workbenches and as much material as has been set aside for that week. When enrolment does not run against that limit, you lose in both directions — an enquiry for a full programme quietly disappears, and in a half-filled programme the material prepared goes unused.
